ECO4 Flex scheme

The ECO4 Flex scheme, short for Flexible Eligibility, is an extension of the UK government’s Energy Company Obligation (ECO4) initiative. It allows local authorities to broaden the criteria for energy efficiency grants, enabling households that don’t meet the standard ECO4 requirements to access support.  

What Is ECO4 Flex?

ECO4 Flex empowers local councils to identify and refer households that are:

Living in fuel poverty

On low incomes

Vulnerable to the effects of living in a cold home

This means even if a household doesn’t receive qualifying benefits, it might still be eligible for energy-saving measures like insulation or heating upgrades.

Eligibility Routes

There are four primary routes through which households can qualify under ECO4 Flex

Route 1: Household Income Cap

Households with a gross annual income below £31,000 may qualify.

Route 2: Multiple Proxy Targeting

Households meeting at least two specific criteria, such as being in fuel poverty or having young children, may be eligible.

Route 3: NHS Referral

Health professionals can refer households where a resident’s health is adversely affected by cold living conditions.
